Some of those techniques aren’t torture. The guillotine, for example, isn’t a torture device. Its an execution device. Similarly, concrete galoshes aren’t for torture either. The whole point and use of them was to kill a guy, not to torture him.
And some of the techniques are historically vague as to whether they were actually used.
